A day after Syrian president Bashar Al-Assad issued a decree establishing diplomatic ties with Lebanon, the countries' foreign ministers signed a document
formalizing the agreement.This is the first time Syria and its much smaller neighbor have had formal diplomatic relations since they gained independence from France in the 1940's.
